Insider Threat Awareness

In response to United States government (USG) and sponsor agency requirements, the university has appointed the Chief Research Security Officer (CRSO) as the Insider Threat Program Senior Official (ITPSO) for the university, to establish and manage a compliant Insider Threat Program.

 

What is an insider threat?

The Center for Development of Security Excellence (CDSE), a division of the U.S. Department of Defense, offers insider threat awareness training and awareness resources recommended by the USC Office of Research Security.

The CDSE defines an insider threat as, “the threat that an insider will use her or his authorized access, wittingly or unwittingly, to do harm to the security of the United States. This can include damage through espionage, terrorism, unauthorized disclosure, or the loss or degradation of department resources or capabilities.” It further emphasizes that “insider threats can be intentional or unintentional.  

We recommend covered individuals review the CDSE’s short, informative training course to gain a stronger grasp of Insider Threat Awareness.

 

Insider threat awareness at USC

The university is currently developing its Insider Threat Program (ITP), an associated policy and an awareness campaign that will:

  • Educate personnel on recognizing potential indicators of misconduct or other illicit activity.
  • Provide reporting mechanisms for suspicious activities or behaviors.
  • Establish an investigation and adjudication process that is fair and equitable.

It is the responsibility of personnel within the research enterprise to report misconduct or suspicious activities or behaviors, potentially indicative of insider threat activity.
